Charter schools in New Orleans, Harlem and South Central Los Angeles are offering structured education for students and parents who are weary of the continuing ineffectiveness of traditional public schools in the same neighborhoods. Longer school hours, mentors from local colleges and a disciplined learning environment make these schools attractive to parents and guardians. Communities around these local charter schools are realizing changes in the general tenor of the area in which they are located.
